Kamal Aboul Magd

Biography:
Dr. Kamal Aboulmagd is of counsel to Baker & McKenzie since the opening of the Cairo office in 1985. He is also a Professor of Public Law at the School of Law, Cairo University; a Judge (and former President) of the Administrative Tribunal of the World Bank; an Alternate Chairman of the Staff Appeals Committee of the African Development Bank; and a member of the Academy of Islamic Legal Research of Al Azhar, Cairo. He is admitted before the Court of Cassation, the Constitutional Court and the Supreme Administrative Tribunal of Egypt. He received his L.L.B. from the School of Law, Cairo University in 1950, a Diploma of Public Law from Cairo University in 1951, a Diploma of Islamic Law from Cairo University in 1952, a Doctorate in Law from Cairo University in 1958 (Thesis: Judicial Review of Legislation in Egypt and the U.S.A. published 1960, Cairo) and a Masters of Comparative Law from the University of Michigan in 1959. In his academic career, he has been a Lecturer and then Professor in Constitutional and Administrative Law at the School of Law, Cairo University since 1958, taught Public Law at the Cairo University branch in Khartoum, Sudan in1961, taught law at Al Azhar University in Cairo from 1961 through 1965, taught Constitutional Law at Kuwait University from 1976 through 1979, where he was Dean of the Law School from 1977 through 1979. He worked for the Egyptian Government in a number of capacities, starting as a District Attorney from 1950 through 1951. He was appointed the Cultural Counselor to the Egyptian Embassy in Washington from March 1966 to August 1971. In 1972, he became a member of the Egyptian Government, first as Minister of Youth and then as Minister of Information from 1973 to 1975. He also served as Legal and Constitutional Advisor to the Crown Prince and Prime Minister of the State of Kuwait from September 1979 to September 1985. He is a member of the Special Committee of Eminent Persons established by the UN Secretary General to prepare a document to be submitted to the General Assembly before the end of year 2001 being the year for dialogue among civilizations, a member of the Egyptian Supreme Council for Women Affair, a member of the Board of Trustees of the new “Alexandria Library”, and member of the Royal Moroccan Academy. He is also a member of the Egyptian Bar Association, the Egyptian Society of Political Economy and Legislation and the Egyptian Society for the Protection of Human Rights. He was a member and Vice President of the Islamic International Bank for Investment and Development (1987-1989). He was also Chairman of the Special Panel of Adjudicators established by UNRWA to hear appeals concerning termination of employment. He has also been appointed as an arbitrator in several commercial disputes both under the auspices of the ICC in Paris and under that of the Cairo Regional Center for International Commercial Arbitration. Dr. Aboulmagd has been nominated by the Arab League as its Commissioner for Dialogue Among Civilizations. At present, Dr. Aboulmagd is Vice President of the National Council for Human Rights in Egypt.
